The carrier asks you $199.99 for the device along with a new contract of 2 years.
The listing page has mistakenly written that the storage in the LG Nexus 4 can be expanded to 64GB, but that’s wrong because the phone doesn’t come with a slot at all for MicroSD card. And if you are going to purchase the phone through the T-mobile network, here are the regulations –

The actual price at which Google is selling the Nexus 4, is $349. With the $200 contract price, the customers would still be getting a good chance to have the device early in their hands, and the only thing they won’t be totally happy with – a new contract. The discount note from T-mobile writes –

To refresh about the specs, the LG Nexus 4 comes with the Android 4.2 Operating system (the refreshed Jelly Bean OS), an 8-megapixel camera, a Quad-core Qualcomm S4 Pro Processor with 1.5Ghz speed, 1080p Video recording, a 16GB fixed internal memory, 4G LTE connectivity, Wireless charging capability and a lot of features which the present day Android smartphones with the previous OS versions don’t still have.
